The building consists of three blocks. One block is rectangular in shape, with a half circle on one end and eight floors high. The other is rectangular and ten floors high. The third block is horn shaped and nineteen floors high.
The building was clad with precast panels which necessitated a uniform concrete edge on each floor. Control was established around the building at ground level as well as on a few of the surrounding buildings.
Setting out became particularly challenging on the upper decks, when it was not possible to setup on the decks or slabs and it was necessary to use the roofs of surrounding building to set out from.
